Why can't Mayweather accept Manny's Proposal(14 days cut off)?

I made a Thread because non of Floyd fans wants to answer this question.
I just want to know if 14 days won't give any PED user any benefits at all then why can't Mayweather come in between and learn the meaning of the word "NEGOTIATION"?

Please don't say something like "it's not random if it has a cut off" I don't care because this testing was invented by floyd anyways. If he wants a real FOST then it should be all year round.

My point is if Mayweather really wants to fight Manny Pacquiao then he should accept it because nobody in their right mind would take PEDS for nothing(inside 14 days gap) or prove anything other than having a chance of getting their veins injured that can cause serious injuries(not according from me or peds expert from boxingscene but with the license doctors)

True. As the old saying, what goes around, comes around. Manny has proven to be just as manipulative as Floyd in his past negotiations. He can get nearly anything that he wants against any Boxers not named, Floyd Mayweather or then Oscar De La Hoya.
