He would NOT, I repeat would NOT want to submit to year round testing.

Case in point:
Arum was on a rant saying something about people being crazy to think Manny would submit to being tested at all hours of day and night.

Even the WADA, back in '09, was willing to make consessions to implement random urine and blood testing provided they were allowed enough time to
set up the procedure before March of this year. They couldn't guarantee it would happen by March.

why not mayweather did the "random" testing against mosley no cut off or anything? he wants to clean the sports, set an example simple as that. after the moslet fight, mayweather could say something and offer the full random year round testing to pac, and I would not defend pac. if mayweather demand pac should comply. no excuses. Shouldn't Arum and Team Pacquiao breath a sigh of relief USADA (Not Floyd or Shane) chose to end testing 18 days and not 14 days before the fight?

What if Manny had agreed to undergo testing and USADA (Not Floyd) decided to end testing 20 days before the fight?

See? USADA has the discretion to start and stop testing as they deem fit.

As long as the fighters don't know when the start and stop dates will be.
