Ali is. Pacquiao is looking like he might be able to become one of the top 10 or 20 greatest fighters of all time though if he keeps fighting like he's fighting.
Victories with Mayweather + Martinez, Berto, Bradley... pick and chose like 2 of those and you got a strong argument.

I think pac has done all he needs to do really. Hes getting to the age of retirement age wise. Hes done it all. If anything we should expect him to lose now, he isnt a machine afterall.

He beat Clottey and Cotto. Clottey and Cotto have campaigned at WW their whole careers and pac was the best they fought. So you have to add Cottos and Clotteys victims onto Pacs resume as well. You could look at it like that.
Lastly Paul Malignaggi said Pac is the best fighter who ever lived. Paul tells it like it is.

I dont think you should put Pac on such a pedestal that you dont think Ali can be compared to Pac. Pac is only human.
