Bob Arum has tried so hard to make a Mayweather fight happen. L@@K here for proof!
12-23-09. Ellerbe claims that Mayweather vs Pacquiao won't happen until Pacquiao agrees to random OST.
12-27-09. Top Rank makes it's "final offer" for a fight against Mayweather.
12-28-09. Team Mayweather and Golden Boy are still open to work something out with blood testing negotiations. Keep in mind this article is posted one day before the Clottey/Rosales fight was officially called off. Strange huh?
12-29-09. Joshua Clottey withdraws from a fight against Michel Rosales due to "money issues".
12-30-09. Bob Arum claims he doesn't see the fight with Mayweather happening due to the fact they couldn't agree on a cutoff date.
01-07-10. 9 days after Clottey after Clottey officially pulled out of the Rosales fight, Top Ranks facebook pages announces Josh Clottey as Mayweather's "replacement" for March 13th.
Fast forward to May.
05-01-10. Mayweather says the 14 day cutoff offer is off the table. He wants random OST up until the fight.
05-03-10. Pacquiao agrees to the 14 day cutoff offer AFTER Mayweather just said that offer was no longer on the table two days prior.

After, Mayweather/Pacquiao "negotiations" fell apart again Pacquiao moves on to Antonio Margarito (The third Top Rank fighter in a row for Pacquiao). Below is a link where Margarito tells us Bob Arum assured him a Pacquiao fight. The strange thing is this link is from February of this year.

So as you can see, Arum had/has no intensions of fighting Mayweather.
