Assumptions aside, has Pacquiao come out and said yes to full random testing?

Golden Boy and Pacs Team came to an agreement on the money and the blood tests, but Floyd didn't sign off on anything and has yet to tell the public why he wasn't interested in the fight.

We don't know if Pac agreed to full testing or not, and while whatever he agreed to was good enough for Golden Boy, Floyd hasn't said a word.

Is Pacquiao trying to fight Floyd or the general public? Public opinion only matters to people who care.
