now I don't think Soto is ducking ANYONE I respect the hell out of Soto so it would be unfair to say he is "DUCKING", I just think Arum wants to keep the title on someone he can make money off of, Soto is a draw in Mexico and in California , compared to Peterson who is not very well known, so from a BUSINESS standpoint I understand what Arum is doing even though I don't agree with it

It didn't happen for the same reason the Peterson fight hasn't. Soto has a pretty good Mexican fan base at risk. Top Rank was playing musical chairs with the titles and protecting Soto. He wanted to move up from 130 for a while, but had to wait until Valero was ready/convinced to move out.
Soto is one of the most overrated fighters in boxing right now though. He's ranked #4 by the Ring, but he's not top 5 at 135.Comment
