I mean, what if Manny Pacquaio is on something whilst training.

Don't get me wrong I think Pacquaio is one of the best fighters of this day and age.

But let's say for instance, that he was taking drugs (which I strongly think he is)... if he got caught, how will this reflect on others?

Who will lose out? let's look at the wider picture

His promoter
His fans
His country
The sport of boxing
His trainer
etc
All the top boxing heads that voted him FOTD, the list goes on etc

The downward spiral effects of Pacquaio getting caught "if" he was juicing could be quite catastrophic.

Now if he was juicing, (I'm not saying he is) do you think he would be protected by an establishment more than just his camp? is this who Mayweather is at odds here. because...

I just don't see why it's so hard to just say "YES" to full testing, I really don't.

The whole situation got extremely fishy from the moment Roach agreed to full testing in December, then rebuked it.

Hopefully he's not on something but I don't see no reason why he can't take full OST, something which his opponent is undertaking as well.

Pac isn't on drugs, is a clear underdog, Floyd is physically the bigger stronger fighter, and the style match favors Floyd. Doesn't mean Floyd will win but more than he can handle? I think he has every ***ing reason in the world to take this fight and be comfortable with that decision but for some reason he isn't.
