True. But why is Floyd trying to make rules for a sport that already has rules? Manny supposedly accepted the proposed testing policy laid out by Floyd this time around and this time Floyd ducks? I can understand Pac's reason to decline the first time. I wouldn't give in to such proposals if I were in his position, knowing that the I'd be drug tested after the fight.
