                  Any time he has the chance to fight a prime fighter who will be a legit challenge Arum says they don't bring enough money to the table. Raheem, Guzman, Bradley. Hell, Arum even ducked an old but still dangerous Mosley willing to weight drain himself down to 143.

                  It's all Arum, but Pacquiao does have a say in negotiations like catchweights and purse splits. Also Roach has a big influence on the fighters Manny fights.
