For me Pernell Whitaker, I find dominating a division more impressing and telling that moving up through the weight classes and collecting belts. For me Pacquiao hasn't been shown outright dominance in any of the weight classes he has been in.

In the eyes of the majority guss Pacquiao will go down as an individual with the greater legacy as his accomplishments are easier to measure. It is easier to understand winning title in 7 divisions than it is to understand who a fighter showed dominance against and acknowledge the fact that they were robbed in some of their biggest fights.

Bert Sugar is pathetic when it comes to his lists, not questioning his knowledge of the sport he obviously knows a lot more then most people but his lists lack, plus he said it's only matched by Henry Armstrong ?, think Bert is going senile, Barney Ross did the exact same thing.

            Oh Bert.

Not saying Pac isn't great , he is obviously, but he wouldn't be in my top 20 yet like Bert said. JMO.

Also the best southpaws are Pernell Whitaker and Marvin Hagler.

i disagree with the statement that staying in one division and dominating is more impressive than going up in weight and beating quality
