These " " are quotations, if what they put isn't inbetween them then he didn't specifically say that... they are just expanding on what he said themselved by involving Pacquiao. Pacquiao or the contract wasn't inbetween any " " so he didn't mention them.

For example they would have said "Whats this about the Pacquiao deadline that you didn't respond to?"
