            9/10 pacquiao fans will blame mayweather and vice versa no doubt.

            personally i'd vote for not meant to be purely because we don't know what the situation is going to be with Roger Mayweather.

                  I'd say blame the amount of money involved in the biggest matchup possibly ever. They'd first rather make more money, get more titles, and both want to put off the possible loss for either before building their records and legacys.

                    I don't know both sides always deserve some blame, it is an odd situation to me and there are a few things that don't make sence.

                    As the story is currently only comming from one side tough to draw final conclusions.
