Al was directly involved and was keeping Ross in the loop. GBP confirmed negotiations were taking place and Oscar even blurted out that an agreement was close, until he was told that he jumped the gun and subsequently retracted his statement.

No one is going to convince me that a negotiation wasn't taking place. Mayweather simply had no desire to take part in it, as his ultimate decision was not to fight and take a year or two off as he himself indicated in own his own press release video for the make a wish foundation...dude is a clown plain and simple. Listen Greenburg got involved as he said he would, because of the difficulty of putting together what would potentially be the biggest event in boxing, in terms of PPV. Ross as head of HBO sports has a vested interest in the fight financially.
