How can a boxer be an ATG without fighting the best in his division ?

So I guess Pac isn't an ATG. Atleast Mayweather has fought most of the top guys in his divisions while moving up. I think he was the lineal champ in all the divisions he won titles in. Pac hasn't since 130 and the Marquez win is disputable...

and being lineal champ doesn't mean you are the best fighter in the division. take baldomir for example. he was lineal champ but far from the best fighter in the division. did anyone consider zsolt erdei the best fighter at light heavyweight? hell no was a bum like baldomir. right now the best fighter at welterweight is pacquiao not mosley and is floyd fighting him? nope. he still hasn't fought the best since castillo in 2002.

At the time Pac beat Hatton, Hatton was the top guy at 140...You know that though.

Doesn't explain 135lb class. I forgot that Hatton was still the 140lb guy since he got knocked out at welterweight by Mayweather. But Pac isn't the guy at welter weight. He only fought one time at the limit. Mosley was the #1 welter weight and Floyd beat him making Floyd the #1 welter. And I said that he fought most of the best guys in the divisions... I guess Tszyu was the guy at 140 at the time. But thats still only 1 class Floyd didn't clear the top guy. Pac has two since he's not the #1 welter. He has to beat Floyd. Hopefully it'll get inked
