The more they exploit fighters with the leverage they have, the better chance Pacquiao has to chalk up names on his record. They don't want to risk him fighting without his elixirs hence refusing Mayweather's demands.

im guessing you cant fight for a VACANT belt at an agreed catch weight.... where as a fighter who chooses to defend his title may do so at a catch weight being that it is his title.(try thinking outside the box, Coach)
