just another reason belts/sanctioning bodies don't mean **** anymore. a guy who hasn't fought at 154 in 6 years is ranked #1 by the wbc and could fight a guy who has never campaigned at that weight for the vacant belt lol. i bet all the other contenders ranked by the wbc who actually fight at that weight are gonna be real happy about that.
