    Everyone involved is at fault.

    Arum is particularly annoying.

Both fighters and both teams. They're all acting like a bunch of bitches.

You have to say both. Unless you're on the phone when they negotiate or in the conferences you really don't know what's being said or what's being done. So to place any blame in either direction would be reckless.

100% Pacquiao and co's fault, matter fact 110% their fault. the solution to all what they say is a run around, the solution to what Mayweather says leads to a fight. Manny Pacquiao has had NO valid argument as to why he doesn't want to take those tests, the first time around he declined and I respected him standing his ground but then he folds to the 1st offer? so why did you not just take it then if you're willing to take it now, they want Floyd to fall into their bull**** but that's not going to happen and what do they do? instead of making sacrifices to get a fight going they fall back and cry foul

Fair enough, but dont you want the fight to happen now? For whatever reason Pac decline the first time (election campaign, who knows?), you do realized the OST is "NOT" necessary and was only reason the fight did not happen back in March.

Everyone, but it is just one of those things that happeans in boxing. It is one of the reason why huge fights are looked at the way they are because when they actually end up happeaning it is very special but often they never come off.

What a terrible question. It's impossible to answer since the negotiations is still on-going.
