He has agreed to the terms of the contract and his team have presented the same to The Pretender's hired gun, Schaefer.
Schaefer thinks it's a solid deal that's why he sent the documents over to his client, aka The Pretender, so he has a chance to look it over, if everything looks good to The Pretender then PAC will sign on that dotted line.
There's no point in signing off on a contract if the other party hasn't had a chance to even take a look it, duh.

he seems to have verbally agreed, mayweathers promoters obv were happy so they agreed and send the details over to floyd.
the only difference I assume at the moment is, arum sent the terms over to pac and he agreed to them, gb sent details over to floyd and we are awaiting a reply
if they are smart they would make the contract signing live in a sort of press conference style, i bet it would pack out like 5-10k fans!

This was their plan anyway, they aint signing. Pac is supposed to be in negotiations with Floyd, but their whole team is talking about fighting any and everybody in the Top Rank stable, highly unprofessional. If they think that will make Floyd jump or budge at something he doesnt want to, think again, he didnt budge the second time with Oscar. Pac nor Top Rank want Pac to fight Floyd, its obvious.
If Schaefer thinks it's gold, then I believe it more than any other b.s. The Pretender spews out from here on out.
Schaefer is a f**kin' banker, has a reputation for being a great negotiator. He knows what the f**k he's doin'. I'm sure he won't waste his client's time if it's a wack deal.
