HBO will find a way to go around it, it is just a matter of time before Marg or Capetillo come clean for the money HBO will offer, since fighting in Mexico will not leave them too many choices.
The irony of Arum is,he thinks it is acceptable to leave drug testing standards to the NSAC that would favour less rigor testing and not progress, but when it comes to forgiving Margarito for his foul act,he cries because they weren't in his favour this time.The same NSAC he praised only months ago, is the same one he finds himself outraged with.

NSAC won't license you if another state has revoked your license because it's a slap in the face to the other state; especially if it's California or New York no way they'll license you to fight if those two states have revoked you... I know this so why the hell is Arum so surprised about this?
