Hard to compare mental strength between these two. But getting Floyd to take the fight might convince me he still has some confidence. Something Manny is not lacking.

floyd:
-believing his the BEST.
-hunger to back all things that has been said
-neutralizes troubles.
-adjusting
-staying calm
-he has the style to do so

pacquiao:
-hunger to show his best
-his heart
-his fans
-he wants to give a great fight and entertain
-the gameplan


i may give mayweather the edge, because he always give hiself time.

but there's always a great difference between being the best and doing your best.

But I do think that Pac's mentality of fighting for the entire country might save him. For sure as hell he would try even when frustrated. . Hoping that he will win as usual. It is not the first time that pac is the underdog. He manage to surprise us most of the time. Lolz. Hope he gives us one more before he rides to the sunset.
