If the fight doesnt happen I wont blame Floyd, He basically said if your clean then take the test and we can make the fight. That was something to make the sport better, It wasnt like a unreasonable demand like a catchweight. It was perfectly reasonable, Especially when you consider that Pacquiao has worked with 2 trainers who have a history of enhancement drugs. And the only people who have a problem with drug tests are drug users so if the fight doesnt happen then people really have to take a long look at Manny Pacquiao and think why he didnt want to take the test because if he is clean then there is no reason not to take the test.
