OST can only be used when Pacquiao's default position as a clean athlete is put to considerable doubt.

Only real hard evidence can create that doubt.

Circumstantial evidence falls short.

Forcing someone to submit to OST based on mere unsubstantiated "su****ion" is wrong.

Most of your post is still based on circumstance, but you do make a fair point about IP adresses and blood.

However real hard evidence to offset his default position doesn't have to come in the form of blood.

Shane Mosley's default position was upset due to the leaked BALCO scandal. It was only then that OST was justifiably called for on the part of Floyd.

The point is: Is there any solid evidence available at this moment?

During the negotiations for floyd/Mosley there was solid evidence available at the time due to the BALCO scandal. The same cannot be said of Pacquiao during these present negotiations.
