That's just the history of the sport. If more bigger names, start fighting in other nations then maybe you will see other fight capitals, the states is where the big money is right now and the real athletes go there to fight. Of course there are a few exceptions like when fighters fight infront of their home country but that is more of the exception than the rule.
As for having to fight American fighters the same rule applies. Boxing is still typically America vs the world because of the training, nutrition and other various things. Until a nation really can compete athlete for athlete the only way a foreigner can get props is if he beats a top America.
