He specifically said he was the biggest draw at the time. If he wanted to fight Pac, he could have waited one day after the Pacquiao-Hatton fight.

Let's take both Pac and Mayweather's last three fights. Hatton-Cotto-Clottey and Hatton-Marquez-Mosley.
We'll cancel out Clottey and Marquez. So that leaves Hatton-Cotto and Hatton-Mosley. Do your research and you'll find they are both equal in cash revenue.
