Pernell Whitaker. Nobody else. Whitaker>Every southpaw. Including Hagler and Pac. But, those 2 round of the top 3.

I would say it's Pernell Whitaker, even above Marvin Hagler. It's hard to rate Pacquiao because he hasn't yet concluded his career. My list, with Whitaker on top and no other fighters ranked in any particular order are:

              Pernell Whitaker

              Marvin Hagler
              Manny Pacquiao
              Flash Elorde

A PEAK Hector Camacho must be considered in there somewhere. As well as a peak Flash Elorde, jr lightweight champ for 7 years.
