People conveniently forget that Manny did take a random blood test right before his first Morales fight. It wasn't even in the contract and it was a sudden request made of him.

AND HE COMPLIED WITHOUT ANY FUSS AT ALL.

It was only after that fight that he decided he couldn't take blood work near any other fight.

If he indeed was roiding, he would have been caught there and then.
