Pacquiao's training camp is 8 weeks. The last 7-10 days of his training camp is the cool down period, meaning no heavy lifting, no heavy work-outs etc.

That leaves the time period for one to do PED's is about 4 days.

When taking PED's you want to use during the beginning+middle of training camp, not at the very end. Not very benificial and in many cases harmful.

I'm not ИATAS206 but I believe that it stemmed from the Morales fight when had had blood drawn. IIRC he said that it made his arm numb and made him weak. He subsequently lost the fight and now it's in his head that drawing the blood was the reason he felt weak during the fight. Manny is an extremely superstitious person (even for a Filipino), it seems ridiculous to most but if it's in his head that drawing blood will weaken him, then it will come true for him in the ring.
