applying random testing is superior for the same amount of test over a long period of time.
example: 3 random tests over 2 months is superior to 3 scheduled tests over 2 months.
the randomness keeps the testees honest a little bit more because they don't know when it is.
it doesn't mean the tests are superior though.
but if you look at it , there's a possibility they can go as long as 7 weeks without a test if those random tests just happen to be administered at the beginning and at the end of the period.
now take scheduled tests and do it every week and it's better than "random tests" that might give the people getting tested a long period of time of not being tested.
