Pacquiao most likely. A lot of the time, aside from past cuts and scared skin, the second highest contributor to cuts is your hydration. Seeing as how Pacquiao is out of his own body frame, he's pretty well balanced as far as his hydration goes. Now his past cuts and damaged tissue will likely be the reason he gets cut. I haven't seen Floyd cut too often, let alone even swollen. Floyds skin tissue should pretty good as far as it holds up. Floyd also doesn't get hit as much as Pacquiao, so the chances of that one punch that opens a cut is less likely. Pacquiao more likely to get cut.

Pacquiao definitely has the higher chance. His style is a vulnerable one and leaves himself open for well placed shots. Don't forget all the cuts he's gotten before, definitely weakened his facial tissue.
