The only demand Mayweather wants are OST and probably a slightly larger purse than Pacquiao, both justifiable.
Pacquiao wants $10 million dollars of weight over welterweight, which by standard weight class limits, has never gone over WELTERWEIGHT. This is why they want that ridiculous penalty imposed:

145lbs is still welterweight and warrants for a belt shot , yet, 2lbs over a catchweight WITHIN THE WELTERWEIGHT LIMIT justifies a $10 million dollar penalty.
