You/ve said everything I was going to say, andeh, its hard to say. He actually was probably one of the best ever at super featherweight...not in record, but in talent. I cant think of many that would have beaten him at that weight.
wins over Limon, Jose Luis ramirez, Rosario(controversial), Boza Edwards, Ed Davis Jr, Ray Mancini, Vinny Pazienza, Greg Haugen, Roberto Duran(old), and Leonard(old) is pretty damn impressive, even if he never lived up to his potential. especialyl when you consider he did this over about 5 weight classes, and was beating guys with impressive records along the way.
people only remember him for his running and him getting shut out by De La Hoya very late in his career, but honestly the guy was a quality fighter who even at his worst went the distance with 2 of the best Welterweights of the 90s, despite being past his best and at an unnatural weight class.
dont forget also that he is one of the fastest fighters that ever lived.
personally I would say 'Yes', but you can decide for yourself
i firmly believe that Camacho is an ATG, he MUST be, Only a little guy, with the fastest hands I've ever seen, losing losing by split dec, 1 single point, after having a 38-0 record, over 3 weight classes which he dominated, He lost only to the best of the best, when on the downgrade, like Felix Trinidad, Julio Caesar Chavez (80-0) at the time, An unbeaten Oscar in his prime, etc. And at 48 is still fighting and winning. his record to date 79-6.
Yes, in my opinion Camacho is an ATG, and could hold his own with anyone from 126-147.Comment

I think he is a HOF"er, I don't know about first ballot HOF'er. But, he should get in.
But, ATG? no and is a shame cuz he had the talent and skills to be one.Comment
