Cotto should beat Foreman easily and then destroy Margacheato at 147. After that he should try and land a fight with Floyd at 147 or maybe Pacquiao at 147 or 154.

Margarito 2 , Pacquiao ,Cintron Williams at 154 .I would even like to see him agains Martinez at 154 if he's got enough left .

I would like to see Cotto fight against Margacheato then Floyd (maybe Cintron) but must be at 147. I think this the best weight division for him given his height and reach. If he wants he can fight Williams or Pacquiao at 154 because Williams can't make 147 healthy (my opinion) and Pacquiao may be interested in getting the title at 154.
Regarding Martinez, I think Floyd should fight him at 154 and maybe Cotto gets the winner after Cotto beats Foreman and Margacheato. That would be awesome.

Cotto might be able to beat Bradley because of his lack of power, Khan because of his bad chin, JMM because of his lack of size, but I would honestly give Devon Alexander a very good chance of beating Cotto and probably favor him. And the reason I'm referring to those guys is because they will probably move up eventually.

Bob Arum is a prick, he know's Cotto can't stand the mention of Margs name and the only reason he keeps on bringing it up is to give boxing commissions the impression that Marg is clean now!!! No one is buying it Cotto ain't ever fighting Margarito!
