Now saying all that, P-Will needs to fight at 147 to prove to the networks, other fighters, the media, and more importantly to us fans that he can make 147 with no problem. Because, as long as he is fighting at 154/160 and not at 147 but yet calling out the big names at 147. Then Pac, Floyd, and every other elite WW has every excuse and reason in not fighting Williams.
He isn't an attraction nor is he very good either..

The fact that he is p4p n3 on many lists is a sick joke

P4P as a whole is a joke because people put way too much stock in it.

Here is the thing about Paul Williams. You say he is not very good. But, yet if he can make 147. He is arguably in the top 3 best fighters from 147-160. That is 3 divisions.

Can you name 3 fighters at 160 that you would say would beat or are better than Williams?

      What about 154?

      What about 147?

And, if you can name them would any of them have an easy time?

Getting 2 belts in that division would go a long way.

Hed be the IBF and WBA Champion.

Or he could fight Mosley first. Wax him then take out Zaveck and Sanchenko.

Or how about this fight Sturm and Slyvester at 160.

floyd don't fight for belts, so they're worthless for him. but if pwill could unify the belts and get berto into the ring, then the fans and boxing scribes might start calling for floyd/pwill with more gusto.

but by then floyd will have retired again. pwill just need to get haymon on the phone and demand the fight or else he'll leave haymon.

I don't get why Williams thinks that moving down to 147 will help him get a fight with Mayweather or Pacquiao. If Floyd or Pac were to beat Williams at 147 (where Williams hasn't fought in the last couple years), it wouldn't really add much to their legacies. A win against Williams at 154 (where he is ranked #1 by a lot of people) would be a much bigger fight, it would add a lot more to their legacies if they win, and they could use the excuse that they were fighting a much bigger fighter in a weight class where they did not belong if they lose.

Rather than fighting some meaningless fights at 147, Williams should further solidify himself as "the man" at 154 by beating Dzinziruk or the Cotto/Foreman winner.
