Well, the Olympics are essentially pro sports now, and they test all of the US Olympians.

Most pro sports have absolutely horrible testing programs, usually because the players do not want to be tested. Their players unions usually see to it that testing is poor during their collective bargaining agreements. I think baseball has been able to do better, and the NFL to, but I'm not sure of the specifics. The NHL isn't able to test their athletes once the playoffs start, right through to the beginning of training camp for the next season. That allows them to abuse all kinds of things at the most crucial part of the year, including steroids that would help them rehab injuries.

Did the US Olympic Comitte made them the lead agency on testing?

USADA is a ****in joke man. They're a private business, they'd do anything to get into any sport they can. Yeah people use PED's. But the whole idea of them taking over sports and sticking needles in everybody's arms bothers me. Will this go on for erternity? Because PED's aren't ever going away.

And will they test athletes even when they're not in leagues, or have contracts to fight?

Yes, they have been since they were founded. They work very close with the Olympic committee.

They are a non-profit that is funded by federal grant money, which means they are very different than other private businesses.

Oh kinda like NSAC, just federally funded instead of state funded.
