They are random to the fighters to USADA they are planned, I would expect USADA to protect the secret of the test dates tight like KFC keeps the recipe to original recipe though.

I think that he has made a VERY valid point. After the testing dates people were asking 'hold on, wait a minute... surely there should have been some blood testing right up to the week of the fight?'
I'd be interested in how USDA pick their dates. I should think it's a computer program that throws up 7-8 UNIFORMLY RANDOM (i.e., no probability distribution weighted away from unity) dates from the start date until a specified cut-off (which everyone presumed would have been the day of the fight).
Now.... with the dates being fairly close together and there being no blood testing in the last 2.5 weeks makes me somewhat su****ious there was a clause for that not to happen.
You could actually perform the analysis and put a confidence interval on how likely it is for this scenario to occur. I believe however it would need a constraint on the number of blood tests being performed.
Of course the USADA or a machine picks days to test in advance, therefore it is not random anymore. Equipments, documentations, transportation need to be prepared, people giving tests needs to be informed and briefed, medical equipments needs to be sanitized. Do you think all of this could be made in a single day.
Like "Oh, let's do the test today. Let's call this guy to do the test. What he's not home? Call this other dude then? He's sick. You go then. Quick, sanitize the equipments. Oh ****, we're out of tubes, go check WalMart if they have one. Prepare the documents, use the van. Wait, Ben used the van. Use the car, wait the car is busted. Oh Dang! Take a cab then.
