          A penalty is different than an agreement. it is what you pay when you don't do what you agreed to do. who has history of doing not what was agreed? pac/team has a historical reason to demand a penalty clause.

            If he gave Pac 14 days because Pac believed the tests would weaken him, why has that changed?

            If it was ok before, why not now?

            Floyd came in over the limit for JMM, so i can understand a weight penalty.

                Pac needs to drug test. And when he does, Floyd will whip the living **** out of him worse than what he did to Mosley!!!!! FLOYD is the GOAT!!!!!!!!!

                    His win over Mosley changed the circumstances regarding the mega fight. He originally wanted OST but Pacquiao kept crying about a weakness so he gave way and offered a two week cut off.

                    Again, things have changed after Mayweather's win over Mosley.
