My theory = Team Pacquiao never intended to fight Mayweather on March 13th, They wanted someone easier because of Pacquiao tough but bruising fight against cotto then fight Mayweather later.

But then Roach threw out the "We wanted Mayweather for March but he isnt ready yet so we would go for Foreman"..... When Team Mayweather heard this they show that they are preapred to start negotiation for the fight.

Arum was fine with it since he would pocket loads of money and the contract were all agreed upon verbally but then Roach knew 2 months was never enough for them to prepare for a tough fight like Mayweather so they found a way out on a verbally agreed contract, Thats why they are now prepared to agree to something they said they would not agree with.

I never heard any Pac or even boxing fans in general (in my place) who don't want the fight to happen. Floyd asked, Pac obliged, just make the fight.
