the whole point is that mosley never knew before hand that the tests were going to end at 18-19 days before the fight. mosley didnt know if usada was going to come say 3 days before the fight, two days before the fight, etc.

like i said floyd looked dumb offering the 14 day cut off because pacquiao can still possibly use PED's. now that its the full protocol the whole point is that manny and his camp dont know when the testing will end.
