I'm all for testing and making sure our sport has clean athletes, but I don't blame pac for not going thru with it just because Floyd says so.

You surely would have blamed Mayweather had he walked away from the fight because he didn't want to agree to Pacquiao's weight penalty demand. You would have killed him had he used the "well, I just don't want to agree to it because Pacquiao said so" excuse. A lot of you just seem to be immature, you look at things like little children.

Not OSDT testing! He agreed to the steroid testing when he didn't have to, TO MAKE A FIGHT. Go research it, its in his book. Check online.

Pac never refused "a" steroid test. He even offered to give them one immediately after the fight as well.

Well if the commision implements it for all thier fights, Pac will have no choice but to oblige or retire. Further more, if the commision were to implement it for this one fight, and Pac refuse, it'll be clear he's either ducking or dirty.
