Its not Floyd saying that. That is the actual protocol of the agency doing the testing, USADA. All Floyd was doing was following that protocol. Manny was the one that tried to CHANGE USADA's protocol and tell them WHEN he would take a RANDOM blood test...yea, makes no sense.

And the actual protocol of USADA is testing year round. Is Floyd being tested right now?
