Yet they can't/haven't produce top-notch world class boxers?
What do you guys reckon as a reason?

This has been done before. Boxing is not a relevant sport in those countries.

The sport is not in their culture, just imagine if it was. China does have an amateur program that is lately taken very seriously

To be honest they aim to be smart when you look at the sort of average joe.
Both are highly educated in England anyway.
The other issue is that they love cricket in India.
In China I think they are all rounders, I mean look at the Olympic team.
