Well because he was inactive due to having contractual company with his promotional company. See he got mad at his promoter cuz they couldn't get the P-Will fight. And, he has been wanting to come to America and fight the elite more often. And, he felt his promotional company was not getting him that.

That is something you have to like about the guy. He wants to fight the best. And, his promoter didn't get him the best he said **** off and in return fought to get out of that contract and in return was inactive. Really I don't blame him for that.

Amazing what escaping from Universum can do for a fighter. Now let's see if Sturm can get his career on track

After a dominating performance over Winky Wright, the once-beaten Paul “The Punisher” Williams has been aggressively hunting for a major name at middleweight, junior middleweight and welterweight. The buck didn’t stop there. Williams’ promoter Dan Goossen was actually trying to get Williams in the ring with Bernard Hopkins, a light heavyweight.

Despite his best efforts, Goossen has been unsuccessful with enticing the big names, like Shane Mosley and Hopkins, to accept a fight with Williams.

“We aggressively went after Shane Mosley and Shane at this point of his career would rather stay idle. I can’t say anything negative about Shane because he never turned down a challenge, even when it wasn’t in his best interest like the fight with Winky Wright,” Goossen told BoxingScene.com

“I think money and all of the other good things that come with that will not make Shane take a challenge like Paul Williams. Who can blame him? Paul is welterweight but is so much bigger and stronger than the other welterweights - and that makes it so much more difficult to get him a fight.”

“Bernard Hopkins is surprisingly silent. Like Mosley, at this stage of his career Bernard would rather have a lot more control over what could be considered his last fight. Paul is a tough nut even for a much bigger man to crack. We are certainly willing to put our welterweight in with the bigger Bernard Hopkins.”

Williams is still the interim-WBO junior middleweight champion. The natural fight to make would come against the full champion, undefeated Sergei Dzinziruk. Williams has called for Dzinziruk, and the Ukrainian-born fighter has answered that call. The dollar signs will decide if the fight can actually come together.

“We have a lot of options. There are other fighters and champions out there, like Sergei Dzinziruk - the undefeated WBO champion from Germany. I’ve admired his aggressiveness in trying to land the fight. It would allow Paul to go down to a weight between where he recently fought [middleweight] and where he would like to fight [welterweight]. We have other options out there. Hopefully we will have something settled in the next week or so,” Goossen said.

“I feel that pretty soon we are going to have an announcement. It’s a blessing to have someone who is so feared, but as the great Joe Louis said – ‘you can run but you can’t hide.’ That will always allow us to go out there and match him with someone who will certainly be a significant fight.”

HBO turned the fight down. So dont speak on what you dont know.
HBO didn't turn it down. Universum sent out a lawsuit threatning the parties invovled if they did anything with Sergiy, they'd be sued

edit: I'm pretty sure anyway. I'm trying to find an article, but maybe you're right bringer:

              • Junior middleweight titlist Sergei Dzindziruk, unhappy with German promoter Universum, has been in litigation with the company in an effort to become a free agent. But, according to Universum, a German court upheld its contract. "The court ruled in Universum's favor," Dietmar Poszwa, a member of Universum management, said in a statement. "There have been reports that Sergei is a free agent but that is not true. According to the court ruling made by the district court in Hamburg on Nov. 13, 2009, he is still bound by contract exclusively with Universum. Additionally, Universum is, contrary to allegations made by Dzindziruk, not responsible that intended fights against Paul Williams and James Kirkland couldn't be realized. Those fights failed due to a lack of interest from the U.S. TV and the high purse demand of Dzindziruk." Poszwa said Dzindziruk has asked to buy out his contract once he receives an offer from another promoter, and that Universum has agreed.

                Found it!

WBO junior middleweight champion Sergiy Dzinziruk has a dream. He wants to fight Paul Williams on December 5 on HBO. Unfortunately for Sergiy, that dream probably won’t happen in the near future. According to Dzinziruk, he plans to arrive in the United States in the next day or so to meet with promoters, and attempt to make deal for a Williams bout.

Dzinziruk is involved in a contract dispute with German-based promotional company Universum. Dzinziruk believes that his contract is up, while Universum is confident of having a valid contract extension for a few more years. I’ve been told Universum has been circulating a legal letter, which basically advises [or warns] everyone of their valid contract with Dzinziruk. One legal letter is more than enough for HBO, and Williams’ promoter Dan Goossen, to shop elsewhere.

The fight is possible with the involvement of Universum. Keep in mind that Dzinziruk, on BoxingScene.com, said he would never work with Germans again. I hear the guys at Universum weren’t exactly thrilled with that quote.

Even though Dzinziurk was protected in Germany, he has faced some competition. He's beaten Santos, Julio, and Lujan. I still want him to take one more bout before jumping in with the top guys. I'd like to see him fight an Ishe Smith, Wolak, Latimore, or even Kermit Cintron.

This is good he is trying to make a name for himself in front of an American audience and quickly.

We can all only hope for a match between him and Angulo or Pwill.
