I think you are unfairly criticizing Top Rank for derailing Soto's career and not putting enough blame on Soto himself.
He chose to take this fight in Mexico when he had the opportunity to fight Anthony Peterson on the upcoming Cotto-Foreman undercard.
He had the opportunity to fight Roberto Guerrero at 130 on the Kirkland-Julio card and turned it down.
He doesn't seem to be handling his weight very well. He claimed he moved from 130 to 135 for opportunities. Now after fighting basically nobody, he needs to move up to 140.

I was going to say the same thing before i seen your post. I agree with everything your saying.
Lightweight looks hard for Soto, all his fights at this weight are a struggle. Peterson may be to much for him, but I can't just count him out. It's rare, though, for a fighter to move up in weight at the end of a long career and beat top flight competition. It's called a young mans sport for a reason.
