Now I'm not sure if he's just messing around or not, or even copied and pasted from somewhere, but you can't deny that this PEDs issue is indeed getting attention.

That was part of the point for this whole meassure, when you ask for more drug testing you expect the other guy to just agree because you can just hammer them over that issue in the public.

Floyd merely proposed OST to ensure that they will be fighting on an even playing field. When Manny rejected the tests and made so many excuses and when Arum found the need to lie so much as soon as the fight fell apart, that is what made Manny look bad to the public. You can say Floyd proposing it helped make him look bad, fair enough couldn't agree more, but the way Manny and him team acted to it made it go even further.
