    you didn't say p4p you said top boxers in the world. p4p has the connotation that if all fighters were the same size who would be the best and in that case Klitschko probably wouldn't make it to top 5 cus a 220 lbs floyd mayweather in theory would dominate him etc, but you said the best PERIOD not p4p, so THAT has the connotation of skills and achievements and other things combined and with that said Klitschko belongs on such a list so don't hate.
