Margarito/Cotto/Mosley. Who is the best right NOW?

Each guy was ranked number 1 Welterweight in the past two years

Each guy has a Win over one, and a loss to the other.

Each guy received an embarrassing L to a top tier welter: Pac/May/PWill

So my question is: who is the best RIGHT NOW? Not who had the best career, or who will be in the sport for years to come, but if they fought in October who would be the top guy?

I think all 3 should move up to 154. They cant crack the top 2 at Welterweight, so no point in staying...
