Those athletes cannot compete if they didn't, since it is mandated by the governing body of their respective sports. Boxing commissions on the other hand don't mandate such rigorous testing procedures yet.

Olympic athletes get punished for not testing. (no choice but to take it)
Pro boxers don't get punished for not taking OST. (there IS a choice)
