Did Pacquiao request a 10 million dollar weight penalty his previous 46 fights? If Floyd used OST as a way to "duck" the fight, how would he know in foresight that Pacquaio wouldn't agree and thus end negotiations?
My personal opinion for which I have no basis, I think he'd be willing to take the tests, but Arum and his camp is telling him not to.

That's the problem, Floyd and Arum have a personal grudge against each other. If Arum wasn't Manny's promoter, the fight would have taken place in March.

It's awfully convenient that the man who just happened to have two other fighters who he claims used without his knowledge, also has a fighter that he refuses to test. This ain't a court of law there are no rules if a mutha****a looks suspect and acts like a ***** refuses testing and is linked to other steroid users through his trainer and nutritionist who by Roach and Pacs team have stated have no clue what they give him, then yeah it's not that hard to figure out.
