Do you think floyd is scared with his additional OST demand?

Floyd has done the NSAC test in his 40 fights why he suddenly made this new rules? Is this his new way of ducking an opponent where he thinks that has a chance to take his beloved 0?

To be fair a guy who started out at 106 pound now fighting at 145 and wanting to fight cotto at 154 is quite suspect, OST is more comprehensive test, if Manny wants the fight he will take the test, and prob recive 40-60 million for the fight, which no-one would turn down for a simple test. But saying that i dont care what tests or no tests happen i just want to see the fight!

What does it mean? Floyd came from 106-154 lbs, does it mean that only floyd and no one else could do that thing in a normal way?
