As stated, it takes a lot of money to perform the tests. Not everyone is interested in that. And really, it would be too much for him to insist others are tested. Floyd is fine with only requiring his opponents to take it. He may want all to be tested, but hey...

By what I've read. Olympic style drug testing is expensive. I think for mosley mayweather it was upwards of 20k. So this is one of the main reasons why that test wasn't used for the undercards IMO.
